    Wayne Foster’s career in the Department of Finance spans more than 20 years. In his current position of Chief, Government Financing and Capital Markets Policy, a position he has held since 2002, Mr. Foster is responsible for providing policy analysis and advice on the development of domestic capital markets, the framework policy and terms for government loans, loan guarantees, Crown corporation borrowing, investments in foundations and endowments, and federal investment regulations applying to pension plans, including the Canada Pension Plan. He has been sited as the 'go-to' person in terms of the Foreign Property Rule (FPR), and his work has been integral to the government's decision to eliminate the FPR. From 1999 to 2002, Mr. Foster was Regional Finance Counsellor for Southeast Asia at the Canadian High Commission in Singapore. Prior to this, Mr. Foster held various policy positions in the Canadian Department of Finance, with a concentration on financial sector policy and capital markets issues. Mr. Foster holds an M.A. in Economics from McMaster University, Ontario, Canada. He is married with 2 young daughters.
