Job Description

Summary: Responsible for establishing and managing the Corporate Procurement and Logistics Department at ProSciento, including vendor management, purchasing, shipping/receiving, QC inspection, inventory management, and equipment/asset management. Core activities will be developing the department’s strategy as well as internal and cross-functional processes for third party vendor identification, audits/qualification, contract negotiation and management. Collaborating with internal departments, such as Quality Assurance on vendor audits, CRU and CRO Operations on vendor performance issues and escalations related to clinical trial projects as well as with Budgets and Contracts to ensure appropriate contracts are in place and managed and negotiated on an ongoing basis required for the continued growth of the CRO and CRU Services divisions. Performs duties in accordance with company’s values, policies and procedures.

Essential Duties and Responsibilities include the following. Other duties may be assigned at the company’s sole discretion.

 

Responsible for the following functional areas and to establish or review and optimize current processes as well as organizational and governance structure where applicable:

  • Procurement and Vendor Management:
  • Conducts third party vendor (3PVs) selection, risk management, Request for Proposal (RFP) coordination, and contract negotiation.
  • Negotiates general pricing/discounts and quality expectations with 3PV at Master Services Agreement (MSA) level; leads MSA process with BC support as needed.
  • Identifies required 3PVs at a corporate and project/study level, including management of the MSA and/or Project Agreement for each project.
  • Responsible for obtaining and qualifying competitive 3PV bids in support of the bidding and proposal process.
  • Identifies 3PV study budgets and assists Project Managers (PMs) with start-up, liaising with Budgets and Contracts (BC) department as needed.
  • Leads, standardizes, and participates in vendor qualification/audits, both remote and on-site, liaising with QA to ensure audit documentation and follow-up/issue management process is executed in a timely manner.
  • Participates in identification and qualification of sites, site networks, and vendors inside and outside of the US to support company growth.
  • Standardizes supplier audits and categorization in collaboration with QA.
  • Collaborates with QA in 3PV CAPA management and trend analysis, to identify and implement process improvements for potential and identified deficiencies.
  • Responsible for business process excellence and standardization across the organization:
  • Defines Key Performance Indicators (KPIs) and manages vendors accordingly.
  • Participates in identification, requirements definition, and implementation of new services offerings in support of business strategies.
  • Improves proposal and launch process by coordinating with preferred vendors on standards for study bids.
  • Develops templates for vendor RFPs and other vendor related documentation.
  • Establishes processes for engaging science team input for study 3PVs.
  • Assesses vendor related system regarding systems of record, systems functionality, and processes used and potentially to be optimized.
  • Standardizes and optimizes 3PV engagement and liaises cross-functionally, enabling more seamless and efficient study conduct, management, and delivery.
  • Assesses and improves end to end procure to pay process in collaboration with the finance department.
  • Identifies and justifies business cases and develops strategies for process improvement projects across ProSciento.
  • Participates in client audits, particularly at close-out, to identify potential improvements as identified by external auditors and clients, proposes suggestions for improvement and monitors outcomes, as applicable, for the development of the business.
  • Shipping/receiving, QC, and inventory management (including equipment and assets):
  • Supervises and closely works with Manager, Clinical Equipment and Purchase Management and aligns with corporate processes.
  • Reviews existing processes and implements improvements or establishes new processes where applicable.
  • Assesses existing systems and functionality and ensures efficient and consistent usage.
  • Reviews, develops, and executes Standard Operating Procedures (SOPs) and guidelines for their area of responsibilities in collaboration with QA.
  • Represents the company vision in all engagements; practices and adheres to the mission statement and ProSciento values.

Education and Experience:

Masters level degree/MBA preferred. Clinical Research Organization (CRO) or healthcare experience preferred. 7+ years of relevant experience required.

 

Skills, Knowledge, and Abilities:

Knowledge of clinical research process. General knowledge of research regulatory and quality assurance guidelines. Public presentation skills. Able to communicate via email, text and Microsoft Outlook meeting platforms. Interpersonal, communication, and organizational skills. Critical thinking and problem resolution abilities. Independent work ethic.

 

Language Ability:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

Computer Skills:

To perform this job successfully, an individual should have knowledge of Microsoft Office 365 and Enterprise Resource Planning (ERP) software, Oracle/NetSuite preferred.
