The United States Pharmacopeial Convention (USP) released in 2014 a draft Guidance on Food Fraud Mitigation for public comment. This guidance document was authored by USP’s Expert Panel on Food Ingredients Intentional Adulterants – a group of volunteer scientific experts in the area of food adulteration from industry, regulatory agencies, and academia. The Guidance provides a framework that is generally applicable to any food ingredient, and is intended to guide users toward the development of their own fraud management system that prioritizes and focuses mitigation resources towards ingredients that not only carry the most vulnerability but also have the potential for the most detrimental consequences when fraud occurs. It provides practical tips, examples, and information resources to allow any user the tools to assess vulnerabilities and implement effective measures to mitigate the risks of EMA specific to food ingredients.

Jeff Moore, Ph.D. Senior Scientific Liaison, Food Standards Food Chemicals Codex United States Pharmacopeia

Jeff is a senior scientific liaison at USP, a not-for-profit, science-based organization that sets public standards for medicines, dietary supplements, and food ingredients. Jeff joined USP in 2007 with the responsibility to develop new food ingredient testing standards and reference materials for the Food Chemicals Codex including standards to guard against intentional food adulteration and fraud. He is the lead scientific liaison for USP’s Expert Panel on Food Ingredient Intentional Adulterants and the technical leader for a USP lead collaborative research effort to develop standards for skim milk powder to guard against adulteration. Jeff is the creator and lead analyst for USP’s Food Fraud Database. He is also USP’s scientific representative to the Codex Committee on Food Additives. He has more than 10 years of experience in food science with an emphasis in food adulteration detection methods, functional food chemistry, analytical method development and validation, and frozen food research and development. He has authored more than 20 manuscripts in peer reviewed food science journals. Prior to USP, Jeff worked for Nestlé. Jeff holds a Ph.D. in food science from the University of Maryland.

U.S. Pharmacopeial Convention

The U.S. Pharmacopeial Convention (USP) is a global health organization that improves lives through public standards and related programs that help ensure the quality, safety, and benefit of medicines and foods. USP’s standards are used worldwide.

USP began establishing documentary standards for food ingredients in 2006 when it acquired the Food Chemicals Codex (FCC) — a compendium of quality and purity specifications and methods — from the Institute of Medicine (IOM). Other USP initiatives in food ingredients include the Food Fraud Database (, a searchable online repository for food ingredient fraud reports and associated analytical detection methods that serves as a tool in assessing existing and emerging risks and trends for economically motivated adulteration (EMA) of food ingredients.
