Food Fraud Part 2: Understanding the Challenges of Food Markets: Identifying Criminal Opportunities

Food markets are frequently subject to food fraud incidents and there is a long history of food adulteration. However, many of these incidents are treated as being a ‘one- off’ episode when a criminological analysis suggests that these incidents are more likely to be the product of market structures and activities. This webinar will draw on recent research with food market actors and provide explanations for why criminal actions are not the result of ‘one off’ incidents but are structurally embedded opportunities at critical locations in the food market.

The webinar will provide:

 

  • A more detailed understanding of how criminal opportunities are an integral element of food supply markets;
  • The application of a theoretical framework that explores offender co-operation and the lack of guardianship within the market;
  • An understanding of the dynamic of criminal opportunity and legitimate actors and identification of risk hotspots within the food supply market; and
  • A strategy to begin to identify the points of vulnerability for criminal action within changing market conditions.

Jon Spencer Senior Lecturer in Criminology Centre for Criminology and Criminal Justice University of Manchester

Jon Spencer is Senior Lecturer in Criminology at the Centre for Criminology and Criminal Justice at the University of Manchester UK. He is currently co-ordinating a multi-disciplinary project that brings together scholars from Chemistry, Law and Business to investigate the structure of criminal opportunities within food supply chains that result in food adulteration. Jon has a research career spanning twenty-five years and he has investigated a number of criminological areas including prisons, offenders in the community, the organisation of criminal markets and the co-operation of offenders. His most recent work has been focused on the organisation of human trafficking, with a particular interest in labour exploitation. He currently has projects with European colleagues that investigate the experiences of migrants. The change of focus that incorporates food as a topic utilises the same research strategies that have occupied him; the organisation of markets and the criminal opportunities they present and how offenders co-operate, particularly in legitimate market activities. Jon is particularly interested in those actors whose voices are unheard in much research.

Jon currently teaches on the University of Manchester Criminology degrees, post-graduate and undergraduate and supervises PhD students in the area of organised crime. Jon will be presenting at the University of Utrecht Centre for Research and Information on Organised Crime seminar on Food Fraud in early March and attending the Food Integrity Conference in Bilbao in late March of 2015
