Improving Maternal Health in Rural Areas: HRSA Allocates $15 Million

The Health Resources and Services Administration (HRSA), a federal agency under the US Department of Health and Human Services (HHS), has allocated $15 million to enhance maternal health services in rural communities. This funding, allocated over the next four years, aims to improve access to maternal care, including obstetric services, in underserved rural areas.

The Rural Maternity and Obstetrics Management Strategies (Rural MOMS) Program is at the heart of this initiative. Each awardee under this program will receive nearly $4 million over four years. This funding will support pilot projects aimed at developing new approaches to maternal care in rural communities.

The initiative adopts a network model to ensure coordinated care across various healthcare facilities. These include rural hospitals, medical centers, rural health clinics and community health centers. The goal is to create a seamless and efficient healthcare delivery system for expectant mothers in rural areas.

Focus on the Delta Region

In addition to the Rural MOMS Program, the HRSA’s investment will support the Delta Region Maternal Care Coordination Program. This program targets maternal care before, during and after pregnancy. It aims to reduce disparities in maternal health in the Delta region of the South and Midwest, which includes states such as Arkansas, Illinois, Louisiana, Mississippi and Tennessee.

The Delta Region Maternal Care Coordination Program aims to tackle high rates of maternal morbidity and mortality. The HRSA expects to award up to four cooperative agreements totaling around $7 million over four years.

Recent HRSA funding recipients include the Mariposa Community Health Center in Arizona and the University of Kansas Medical Center Research Institute. They received $4 million and $3.836 million, respectively. These funds will help these institutions pilot innovative approaches to improving maternal health in their communities.

Enhancing Maternal Health Initiative

The Enhancing Maternal Health Initiative by the HRSA is dedicated to accelerating efforts to address maternal mortality and health disparities. This initiative works in partnership with various stakeholders, including women, grantees and health officials nationwide.

HHS Secretary Xavier Becerra emphasized the importance of this initiative. He stated in a press release, “Addressing the unacceptable rate of maternal mortality and morbidity in the US is one of the Biden-Harris Administration’s top priorities. These investments in expanding access to maternal care in high-need rural communities are essential to helping mothers and their babies thrive.”

Broader Goals and Additional Funding

The latest $15 million investment is part of the HRSA’s broader goal to improve maternal health in rural and underserved communities. Recent Healthy Start awards total $105 million. Additionally, the HRSA has awarded $65 million to health centers for addressing the maternal health crisis and $8 million to support nurse-midwifery programs at ten universities through the MatCare program.

These initiatives are crucial for addressing the maternal health crisis in the US. By improving access to care and reducing health disparities, the HRSA aims to ensure better health outcomes for mothers and their babies in rural areas.
