Ed Kelley, PhD, Chief Global Health Officer, Apiject Systems; Former Director, Service Delivery and Safety, World Health Organization

Dr. Ed Kelley serves as ChiefGlobal Health Officer for ApiJect Systems, a US-based public benefit company whose mission is to make vaccines and injectable medicines safe and affordable for everyone. In this role, Dr. Kelley leads work on a range of global health projects from COVID-19 and routine vaccine deployment to injectable contraception and injectable HIV pre-exposure prophylaxsis (PrEP). He leads Apiject’s engagement with global health partners such as WHO, UNICEF, The Global Fund and GAVI to address vaccine and medicine systems issues from production to supply chain to front-line delivery.

Prior to his current role, Dr Kelley was Director of Integrated Health Systems for the World Health Organization, with active program in clinical services, health systems policy and services regulation, patient safety and quality of care and health services performance monitoring. He led work on integrating immunization into primary care and was WHO’s lead on ensuring continuity of essential health services during COVID for both the WHO COVID-19 Response Plan and the UN Secretary General’s Socioeconomic Response Plan for COVID-19.

Prior to joining WHO, Dr. Kelley served as Director of the US National Healthcare Reports for the US Department of Health and Human Services in the Agency for Healthcare Research and Quality reporting to the Secretary for HHS and the US Congress. Dr Kelley also directed the 28-country Health Care Quality Improvement (HCQI) Project of the Organization of Economic Cooperation and Development and served as a Senior Researcher and Quality Assurance Advisor for USAID as part of two large initiatives. He has worked and lived in West and North Africa, Latin America and the Western Pacific region.

Orin’s notable contributions to expanding vaccine access and improving health equity include leading the effort to establish the first ever Advance Market Commitment (AMC).  As the Executive Director of GAVI’s Pneumococcal Vaccines Accelerated Development and Introduction Program (PneumoADIP), Orin led the overall program combining skills in epidemiology, management, industry relations, and communications & advocacy.  The PneumoADIP team influenced global policies including the WHO recommendation that all countries should introduce pneumococcal conjugate vaccines and most notably, developed the successful “investment case” that led donors to commit >$1.5 billion for the procurement of pneumococcal vaccines for children.

As a Gavi Board member representing the Bill & Melinda Gates Foundation for nearly 9 years, Orin brings a strong understanding of the dynamics of Gavi with countries, donors and industry.  During his time on the Board Orin contributed to the establishment of the COVAX AMC and served on the Executive Committee, the Governance Committee and the Market Sensitive Decisions Committee that provided recommendations on specific industry deals.
