Job Summary

The Applications Administrator II provides advanced technical expertise in the installation, configuration, maintenance, and integration of enterprise software systems. In addition to the responsibilities of the Applications Administrator I, this role leads projects and planning for application, database, and server environments. The Applications Administrator II plays a critical role in high-level design, performance optimization, and security across multiple platforms. Strong mentorship, advanced problem-solving, and system integration skills are key to success.

Essential Job Functions
Application Management & Support:

  • Lead the installation, upgrade, and maintenance of enterprise-level software applications, databases, middleware, and servers.
  • Monitor and optimize performance, availability, and reliability of applications through advanced tools and processes.
  • Provide senior-level troubleshooting, performance tuning, and root cause analysis.
  • Support and guide staff and end-users with advanced technical application issues.

System Security & Data Integrity:

  • Oversee and enhance security configurations, access controls, and compliance policies.
  • Lead initiatives to safeguard applications and data, implementing proactive security strategies.
  • Design and manage backup, restore, and disaster recovery systems for enterprise applications.

Collaboration & Vendor Coordination:

  • Serve as technical lead in vendor engagements, contracts, and system implementation planning.
  • Coordinate across departments to ensure integration and performance alignment with organizational goals.
  • Manage complex third-party software integrations and performance assessments.

Process Improvement & Documentation:

  • Lead efforts to analyze, design, and optimize enterprise system configurations.
  • Develop detailed technical documentation, process flows, and support resources.
  • Recommend strategic improvements and scalable system enhancements.

Project & Change Management:

  • Lead complex application and system projects from design through implementation.
  • Evaluate system upgrades, migrations, and patch deployments across platforms.
  • Drive change management, user training, and stakeholder engagement for application lifecycle improvements.

PHYSICAL REQUIREMENTS: The position requires the ability to sit, stand, and walk for extended periods. The Applications Administrator II position involves frequent use of hands and fingers for typing, writing, and operating office equipment. Occasional lifting of objects up to 25 pounds may be necessary. The role also requires the ability to communicate effectively both verbally and in writing and may involve attending evening and weekend meetings as required. Prolonged computer use may pose a risk for eye strain or repetitive motion injuries
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS:The work environment is primarily office-based, with occasional field visits to various sites. Employees may be exposed to typical office conditions, including computers, printers, and office equipment. During site visits or meetings, there may be occasional exposure to outdoor environments. The role may involve stress due to project deadlines, public interactions, and complex problem-solving. Prolonged computer use can also lead to eye strain and repetitive motion injuries.

Qualifications
Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.
  • High school diploma or equivalent (GED) required.
  • Bachelor's degree from an accredited college in Computer Science, Information Technology, or a related field preferred.
  • Equivalent training, certifications, or experience may be considered in place of formal education.
  • Five (5) years of experience administering enterprise-level software applications. Responsibilities must include vendor management, coordination, installation of upgrades, as well as database management. Local government experience preferred.
  • Knowledge of enterprise applications such as Human Resources Information Systems (HRIS) and/or Financial Information Systems preferred.
  • Responsibilities must include vendor management, installation of upgrades, database and system administration.
  • Proficiency in SQL, PL/SQL, scripting languages (PowerShell, Python, JavaScript), and report writing tools (SSRS, Power BI, Crystal Reports).
  • Experience in supporting cloud-based and on-premises enterprise software.
  • Proficiency in SQL performance tuning, scripting, and interface technologies.
  • Strong project planning, budgeting, and continuity planning abilities.
  • Must have a valid Florida driver's license and maintain a good driving record.
  • Must be available during emergencies and natural disasters on short notice.
  • This position may require evening and weekend work, sometimes with little advanced notice.

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 2 background screening which includes fingerprinting.
