Job Summary

The Facilities Building Manager is a highly responsible and skilled supervisory role overseeing a team of skilled and semi-skilled workers engaged in maintenance and construction-related activities within a correctional facility. The position requires extensive knowledge in plumbing, mechanical, electrical, and electronic systems, including the unique infrastructure of penal institutions. The superintendent ensures that all work meets safety, security, and operational standards, while also coordinating emergency repairs and long-term maintenance planning.

Essential Job Functions
Supervision and Leadership:

  • Direct and supervise a team of maintenance personnel performing technical tasks.
  • Evaluate employee performance and provide training or corrective action as needed.
  • Establish and adjust work procedures and crew schedules to meet operational demands.

Maintenance Oversight:

  • Oversee and participate in the maintenance and repair of specialized penal plumbing systems, security doors, electronics, and mechanical equipment.
  • Utilize and maintain a computerized work management system for tracking work orders and scheduling.
  • Develop annual preventative maintenance plans and contracts specific to correctional facility needs.

Technical Duties:

  • Interpret and work from blueprints, sketches, and technical diagrams.
  • Inspect work orders and determine prioritization for repair and preventative maintenance.
  • Knowledge of the following systems PLCs, CCTV, DVRs, IC systems, computer hardware, and pneumatic plumbing systems.
  • Provide estimates for time, labor, materials, and costs of upcoming or ongoing projects.

Administrative Functions:

  • Maintain accurate records and logs of completed and pending work orders.
  • Prepare and analyze statistical data to monitor performance and productivity.
  • Assist in developing specifications for equipment and coordinating outside contracts for all construction projects.

Emergency Response:

  • Receive and respond to emergency maintenance calls during nights and weekends.
  • Investigate issues, assess urgency, and coordinate necessary repairs to resolve problems efficiently.

PHYSICAL REQUIREMENTS: The position requires significant physical strength and agility. Must be capable of frequent light lifting (up to 50 lbs.) and occasional heavy lifting (over 75 lbs.). Use of hands, fingers, and legs for manual tasks and climbing ladders is essential. Good vision and hearing (with or without correction) are necessary for operational and safety tasks.
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: Work is performed in and around a correctional facility and may involve exposure to hazardous chemicals, heavy equipment, power tools, and potentially dangerous situations. Work may be conducted both indoors and outdoors, including during adverse weather conditions such as heat, cold, humidity, or rain. Appropriate safety gear, including eye and ear protection and protective clothing, is required for many tasks.

SAFETY EQUIPMENT & PERSONAL PROTECTIVE EQUIPMENT (PPE): Employees are required to adhere to all safety protocols and utilize appropriate safety equipment and personal protective equipment (PPE) provided to ensure a safe working environment. Specific requirements include:

  • Mandatory PPE: Employees must wear designated PPE, which may include safety goggles, gloves, hard hats, hearing protection, and respiratory masks, depending on the tasks performed.
  • Safety Training: All employees will receive training on the proper use and maintenance of safety equipment and PPE to minimize risks and ensure compliance with safety regulations.
  • Inspection and Maintenance: Employees are responsible for regularly inspecting their PPE for wear and tear, and reporting any damaged equipment to their supervisor for replacement.
  • Emergency Equipment: Familiarity with the location and use of emergency equipment, such as fire extinguishers, first aid kits, and eyewash stations, is required.

Qualifications
Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.
  • High school diploma or GED required.
  • Five (5) years of journey-level experience in plumbing and/or mechanical trades, two (2) years in preventative maintenance within a correctional or institutional environment is preferred. Relevant experience, training or technical certifications may be considered.
  • Three (3) years of supervisory or management experience.
  • Working knowledge of mechanical, electrical, plumbing and electronic systems including security locks and doors in a correctional facility.
  • Ability to analyze technical problems, instruct personnel, and maintain records and reports.
  • Proficiency in evaluating blueprints, performing data analysis, and operating various maintenance-related software systems.
  • Strong interpersonal skills with the ability to maintain effective working relationships with staff, law enforcement personnel, and individuals of varying backgrounds.
  • Ability to work with honesty, integrity, and in compliance with ethics and conflict of interest policies.
  • Must be able to work outside of usual shift hours as needed and may be required to work overnights and for extended periods of time during an emergency or declared event to maintain facility operations.
  • Must possess and maintain a valid Driver's License with a good driving record.

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
