Job Summary

The GIS Analyst is a critical role within the GIS Division of the Planning & Development Services Department. This position provides primary GIS support to the Public Safety and Planning & Development Services Departments and works closely with other departments under the County Commissioners. The position will support the development, maintenance, and enhancement of the County's geographic information system (GIS), ensuring accurate data collection, mapping, and analysis. This position reports directly to the GIS Manager and plays an essential role in facilitating data-driven decision-making through GIS technology.
Essential Job Functions
GIS Data Collection and Database Development:
  • Perform data collection, database development, and mapping design work to support GIS operations.
  • Update, maintain, and ensure the accuracy of digital data tables, graphics, and GIS datasets used for research, planning, and decision-making.
  • Create and maintain maps, reports, and GIS data sets for presentation and decision-support purposes.
  • Maintain and update parcel, addressing, and structure datasets relied upon by the Building Division for permit tracking, inspections, and certificates of occupancy.
  • Coordinate GIS updates with permitting systems to ensure spatial accuracy of permit records.
GIS Analysis and Support:
  • Conduct GIS analysis to support the needs of County departments and building permit, site plan, and development review.
  • Provide technical assistance to County personnel and handle customer service requests related to GIS data and applications.
  • Configure, maintain, and support GIS applications, web maps, and services using the ESRI ArcGIS platform, including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online.
  • Ensure GIS data is available, accurate, and accessible to staff and stakeholders.
Public Safety Support (Department Specific Functions):
  • Support the Animal Safety Division by applying GIS mapping, spatial analysis, and public facing solutions to optimize patrol coverage and response times, identify high-risk areas for proactive intervention, manage pet-friendly shelter capacity, and improve return-to-owner outcomes for stray animals.
  • Support the Emergency Management Division by providing direct GIS support during Emergency Operations Center (EOC) activations; producing time-sensitive maps, dashboards, and geospatial products for situational awareness and decision-making; coordinating with public safety and partner agencies to deliver authoritative data; maintaining emergency-ready GIS systems; and performing mitigation, repetitive-loss, and CRS analyses to support disaster response, recovery, and federal funding eligibility.
  • Support the Radiological Emergency Preparedness Divisionby providing GIS analysis and mapping in support of emergency planning and response activities, serving as the lead geospatial technical resource during exercises and real-world incidents, producing authoritative map products for decision-makers and field operations, and developing automated tools to rapidly visualize protective actions and scenario impacts.
  • Support the Communications Division (911 and 800 MHz radio systems) by maintaining and synchronizing NENA-compliant NG911 GIS datasets with MSAG/ALI records, mapping and analyzing radio tower infrastructure and coverage gaps, and integrating authoritative GIS data with CAD systems to support accurate dispatching and efficient responder routing.
  • Serve as a primary GIS resource during EOC activations by providing real-time maps, dashboards, and spatial analysis to support situational awareness, operational decision-making, reporting, and post-disaster recovery across all hazards, including availability for extended-hour activations and participation in planning, training, and exercises.
  • Maintain and analyze mitigation-related spatial data to support hazard identification, risk assessment, mitigation prioritization, and grant-funded mitigation and recovery initiatives in alignment with the County's Local Mitigation Strategy (LMS).
  • Perform geospatial analysis, audits, documentation, and public mapping necessary to support floodplain management activities and maintain or improve the County's Community Rating System (CRS) classification under the National Flood Insurance Program.
Collaboration and Communication:
  • Establish and maintain effective working relationships with colleagues, other agencies, and the public.
  • Communicate complex GIS concepts and data in a clear, concise, and effective manner, both in writing and orally.
  • Maintain confidential records and correspondence related to GIS work and projects.
PHYSICAL REQUIREMENTS: The GIS Analyst position requires the use of hands and fingers with dexterity to operate GIS equipment and software. The role demands good vision and hearing with or without correction and may involve periodic walking and standing, kneeling, bending, and squatting during field visits. The ability to traverse undeveloped or uneven grounds during site visits at job sites or special facilities is also essential. Employees in this position must be able to lift and carry up to 50 pounds occasionally and 25 pounds frequently. Additionally, the GIS Analyst must be capable of operating a County vehicle when necessary.

ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: The GIS Analyst is primarily office-based, with nearly constant work inside an office in a sedentary posture. Occasional field visits to unimproved and improved development sites, agricultural areas, and wilderness areas may occur. Fieldwork may involve exposure to variable weather conditions, including heat, dust, and excessive noise, particularly in construction and development areas. The work environment may also include hazardous situations when working in or around construction operations. Safety equipment, such as hard hats and safety vests, may be required during field inspections and project evaluations.

SAFETY EQUIPMENT & PERSONAL PROTECTIVE EQUIPMENT (PPE):
Employees are required to adhere to all safety protocols and utilize appropriate safety equipment and personal protective equipment (PPE) provided to ensure a safe working environment. Specific requirements include:
  • Mandatory PPE: Employees must wear designated PPE, which may include safety goggles, gloves, hard hats, hearing protection, and respiratory masks, depending on the tasks performed.
  • Safety Training: All employees will receive training on the proper use and maintenance of safety equipment and PPE to minimize risks and ensure compliance with safety regulations.
  • Inspection and Maintenance: Employees are responsible for regularly inspecting their PPE for wear and tear, and reporting any damaged equipment to their supervisor for replacement.
  • Emergency Equipment: Familiarity with the location and use of emergency equipment, such as fire extinguishers, first aid kits, and eyewash stations, is required.

Qualifications

Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.

  • Bachelor's degree from an accredited college or university in Computer Science, GIS, Planning, or a closely related field. A minimum of five (5) years of experience in relational database development, GIS analysis, and application operations may substitute for required degree.
  • At least two (2) years of experience in relational database development, GIS analysis, and application operation.
  • Experience with GIS software, including ESRI ArcMap, ArcGIS Pro, and ArcGIS Server.
  • Knowledge of Microsoft SQL Server databases and the ESRI Product Suite (ArcGIS, ArcSDE, etc.).
  • Familiarity with public safety and emergency management principles and practices.
  • Experience with JavaScript/HTML5 application development on the ESRI ArcGIS platform is a plus.
  • Ability to work well under pressure with fixed deadlines and communicate effectively with the public and team members.
  • Required to pass Level 2 FDLE Background Screening and maintain required clearance.
  • Completion of FEMA/NIMS courses IS-100, IS-200, IS-700, and IS-800 prior to or within first 3 months of employment).
  • Position requires operational flexibility, including the ability to adjust work schedules and perform duties during nontraditional hours (nights, weekends, and holidays) in response to declared emergencies, disasters, or critical operational needs with little advance notice.
  • Must possess and maintain a valid Florida driver's license with an acceptable driving record.

Driving Position: Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
