POSITION SUMMARY
Georgia State University is seeking an experienced Business Manager II to supportcentral human resources administration (HRA). This role oversees financial, operational, and administrative functions, including budgeting, procurement, inventory management, and leadership support. The Business Manager II partners closely with the CHRO/VP and division leadership to ensure efficient operations, sound financial management, and compliance with university and state policies.
DUTIES AND RESPONSIBILITIES:
• Manage department purchasing, contracting, AP/expense reimbursement, purchase orders & encumbrances, receivables, and P-card used for HRA units. Ensure P-Card logs and receipts are submitted accurately and timely and that all policy and procedures are followed. Resolve any issues with purchasing or expense reimbursement for staff. Review and solve problems in budget & purchasing systems (e.g., PantherMart and Spectrum). Initiate purchases for supplies and equipment, review invoices for accuracy and ensure timely payment. Reconcile outstanding PO's and resolve issues.
• Manage budget and expenditures for assigned budgets for applicable sources of funding. Responsible for monthly expenditure review and budget projections. Meet monthly with VP/CHRO or designee to identify and resolve any budgetary or expenditure issues in a timely manner.
• Work with CHRO/VP, division leadership, and HRA staff to interpret policies and procedures for travel, reimbursements and procurement. Provide direction & training to HRA staff on required travel processes. Ensure operational efficiency by providing recommendations and counsel on budget matters, institutional matters, and long-standing internal & external partnerships, collaborators, vendors/contractors, etc.
• Manage equipment & technology inventory including tracking equipment purchases, repairs, and estimating replacement schedule. Develop multi-year equipment budget requests based on inventory and maintenance data. Ensure agreements for HR administration and technology are maintained and updated annually.
• Coordinate and attend meetings, manage logistics including travel, serve as the primary liaison between HRA and other internal entities as well as serving as a liaison with external entities on occasion, routinely evaluate policies and procedures, and oversee events for the division. Calendaring for VP/CHRO and other HRA leadership.
• Oversee the facilities, maintenance, and operational readiness of HRA facilities and equipment, ensuring compliance with basic safety and operational standards. Surplus or discard unusable or outdated equipment, furniture, and technology based on GSU policies and standards.

Qualifications:
Minimum Hiring Qualifications:
